The room fell into silence, broken only by Captain Moro's derisive snort.
"Major." Winters held up the densely written sheets in his hand and retorted, "With so many matters at hand, do you expect me to make all the decisions with just one word?"
"What else?" Major Seber's eyes widened as he barked, "Aren't you the leader? If you don't make the decisions, who will? If you're not responsible for decision-making, then what are you sitting in that position for?"
Andre nodded like a chicken pecking at grain.
Winters smiled faintly. "Then aren't you afraid I might make the wrong decision?"
Major Seber faltered, searching for words before grousing impatiently, "Then that's your problem!"
"Today's meeting was called to lay out all the decisions at hand and to discuss them together to reach an outcome," Winters stood up and looked toward his colleagues in the conference room. "When I invited you all, I already said—today is an 'Expanded Officers' Meeting.'"
