If this matter was to be decided by humans, they would probably gather all the evidence, keep it in their hands, and neither make it public nor conduct a trial. The person doing this would be able to firmly control the church for at least several decades.
However, Gray was a Lich. Liches did not understand compromise, nor did they understand so-called power schemes. Or rather, they disdained such schemes and preferred simple and direct methods instead.
