Marine HQ;
"What? Straw Hats have arrived in Sabody? When?" Sengoku roared into the microphone. His voice resounded throughout the room, consisting of only two people.
Sengoku and Garp!
"Sir, we just found out. Many bounty hunters tried to attack Sand Princess Vivi and Weather Queen Nami. Sand Princess Vivi used her sand powers to kill all the bounty hunters."
A trembling voice came from the Transponder snail.
"Is that so? What about Straw Hat Luffy and Vice Captain Liam?" Sengoku asked.
"Vice Captain Liam hasn't been spotted yet. Straw Hat Luffy has been spotted with their crewmate Nico Robin. They…. They seemed...."
The marine on the other side was stuttering as he couldn't get the word out of his mouth.
"Say it." Sengoku unhappily shouted.
"They seemed to be on a date. Many bounty hunters tried to attack them, but they were mysteriously killed. We believe it was their Sniper Usopp who attacked."
"But there is no trace of bullet or any other kind of ammo. It's like their brain was destroyed from the inside." The Marine hurriedly explained, though the snail looked quite scared and shaking.
Even though he had seen the corpses, he still didn't believe someone could snipe others without any ammo.
Hearing that, Sengoku became a bit serious while Garp grabbed the microphone from his hand and shouted.
"Are you sure you saw my Grandson with Nico Robin on a date? Are you sure that's Straw Hat Luffy?"
The marine was stunned for a moment. He didn't register those words until he recognized the voice and started stuttering.
"Ye—eyes, Vice Admiral Garp! They went to the Amusement Park, shared a large Ice Cream, went shopping, and always stuck together."
"Bwaahahaha!"
Garp couldn't stop laughing upon hearing that news. He dropped the microphone and grabbed Sengoku in his arms.
"Did you hear that, Sengoku? My grandson finally came to his senses. I am gonna be a great-grandfather soon. Hahahaha! This is the best news I've heard for a decade."
"Hahaha! I am gonna be a great-grandfather. I need to talk to Luffy about this. He must give me a great-grandson so I can train him to be a marine."
Before Garp could escape, Sengoku held him tightly and shouted.
"Are you crazy? That's not just your great-grandson. Wait, they are just lovers now. Your grandson is only seventeen. Besides, I don't want another wicked person in the sea."
"Your son is Revolutionary, your grandson is a pirate. What do you want with your great-grandson? Make him a celestial dragon?"
Hearing that, Garp calmed down a bit, but he couldn't stop smiling.
"Hahaha! You are right, Sengoku. Luffy is still young."
Sengoku rolled his eyes and said.
"I am more concerned about those deaths. Don't you think they are very similar to Conqueror's Impact?"
Garp also became a bit serious and nodded.
"Indeed! Because I didn't focus much on Conqueror Haki but rather on Armament, I don't use Conqueror Impact. But Red Hair Shanks has fully utilized its power."
"Even Vice Admiral can barely stay conscious in front of his Haki. Even Rocks only had a similar level of Conqueror Haki. It seems like Luffy has learned to use his Conqueror Haki from Liam."
"But I don't understand. How does Liam know this? This kind of trick is similar to Advanced Conqueror. It's not something that you can learn even if you know about it."
Hearing that, Sengoku unhappily shouted.
"Didn't your Grandson learn the Advanced Conqueror the same way?"
Garp paused for a moment before bursting out a laughter.
"Bwahahaha! That's my grandson."
Sengoku's mood darkened as he said.
"Garp, I am not going to hold back this time."
This made Garp's laughter stop, but it didn't make his smile fade away. He simply chuckled and shook his head.
"From the moment those two brats became pirates, I knew this day would come sooner or later. It's just that I didn't expect it to come so soon."
"But, how are you going to face an Emperor Level Crew? They might not be as threatening as the other four emperors, but you are not the type of person to underestimate them."
"So, what exactly are you planning?"
"Do you think I will tell you?" Sengoku narrowed his eyes and asked. Then, he took out a bag of doughnuts and said.
"I am not sure if our marines can deal with them and the Whitebeard pirates at the same time. If necessary, CPO might get involved."
"But then, I came up with another strategy. Why not make sure that they don't have the ability to get involved in this war while consuming fewer of our military force?"
"So, I plan to surround them in the Sabody Archipelago and destroy them. We will be sending two Admirals: Akainu and Kizaru, alongside three CPO agents, ten Pacifista, and a few hundred marine soldiers below the rank of Rear Admiral."
"Even if they can't kill all Straw Hats, I need to injure them enough to keep them out of this war."
Hearing that, Garp narrowed his eyes and asked.
"Five Elders accepted this strategy of yours, didn't they?"
Sengoku nodded.
"The war against the Whitebeard Pirates is mainly to destroy his reputation while also stopping the raging growth of pirates throughout the Four Blue seas."
"Originally, I was also going to use the force of the World Government to destroy the Straw Hat Pirates, but then I realized something. Not to mention whether we can destroy them or not."
"Their absence wouldn't destroy the Straw Hat Railways and its control over Grandline."
Hearing that, Garp widened his eyes.
"You think other Emperors would spread their influence to the Grandline through those railway projects?"
"I am not sure about Shanks, but Kaido and Big Mom will not miss such an important piece to control the Grandline. If their conflicts get involved in the Paradise, it will be chaotic for us and the world."
"So, I planned to send the Straw Hats to the New World. At least, as long as the Straw Hats keep the Railways under their control for good, the people of Paradise will have a good time."
Sengoku calmly explained.
Hearing his plan against the Straw Hats, Garp didn't feel angry. He felt ashamed and happy.
Because at least this way, not only would the Straw Hats survive, but they could also continue their journey into the New World.
This was a strategy to help his grandson and also use them to improve the livelihood of people in the Grandline.
"I am not doing this for your grandson. I am only doing this because a Railway system that can connect the entire Paradise will make the lives of millions of people better."
"I know it, Sengoku."
Garp nodded without hesitation. He knew just how much Sengoku didn't like pirates. Even the cooperation with Pirates through Shichibukai was pushing his limits.
If he hadn't accepted the title of the Fleet Admiral, he might not have accepted such a disgusting system to create a balance.
Both Garp and Sengoku hated pirates. Except for very few pirates, most of the pirates made the lives of ordinary people miserable.
It was hard for them to accept any pirates because of that. But most importantly, they also understood the cruelty of the World Government and its power.
Because of that, they didn't want to fall out with the World Government.
But the reputation of the World Government was also very important to the marines, especially when it came to bounties and the economy of the entire Marines.
That's why they listened to the World Government so much. Without the support of the World Government, they couldn't survive a month.
The Marines required a lot of money to operate, but more importantly, they also wanted to keep the World Government in check.
Marines represented positive power in this world. If the World Government did any scandalous act, it would tarnish the reputation of the Marines.
So, they would do their best to maintain the reputation of the World Government even if they had to do some dirty things.
But this also made sure the World Government couldn't do anything outrageous in public, otherwise that would destroy the reputation of the Marines and lead many Marine soldiers to quit.
That would be detrimental to the Marines, as only those in the higher ranks knew the darkness of the World Government.
At this moment, Sengoku turned his gaze away from Garp and stared out of the window.
"Garp, this war will either send the world to a more chaotic era or end the Great Pirate Era."
"We must end the Great Pirate Era."
Garp said with a strong voice. Despite his affection for his family, he wouldn't let the pirates win. That was his oath and Justice that he followed.
Pirates must fall!
Justice must prevail!
'Luffy, I want you to save Ace. Only you can save Ace. But, are you strong enough to save Ace?'
