Generally speaking, politicians are not particularly trustworthy. Much like bankers, they are cunning; like litigators, they excel in manipulating words and playing games of rhetoric; and like professional con artists, they are insatiably greedy. No matter what promises they make or declarations they issue publicly, the likelihood of them delivering on those promises is probably less than ten percent.

The Emperor is not a politician. Strictly speaking, he can be considered a statesman, and one whose credibility is relatively solid.
