Because not long ago, the civilians of various countries were one family. Their culture, language, and way of life were basically the same, and there were no deep-seated hatreds.
It was a "most pointless war," a war caused by mutual refusal to submit when Heracles left no heir. Under such circumstances, if someone resorted to any means for survival, they would only create trouble for their future rule. After becoming part of Stibnite, it was even less likely for these noble mages to be sent to the front lines.
They also lacked war experience. Even when they saw the civilians running towards them with fear on their faces, they did not cautiously drive them away but intended to inquire about their situation.
