Initially, it was because the mages faced a demon attack when they occupied the Spirit Summoning Tower.
The mages made a rather foolish decision—they set up a ritual magic circle to transform the Spirit Summoning Tower into a Mage Tower but refused the protection of the Sons of the Moon. Or rather, only the Sons of the Moon from the Narcissus Duchy were allowed inside the Spirit Summoning Tower.
Of course, this is understandable. Thus it can only be said to be somewhat foolish.
