The usually fearless Naruto trembled as if he had just heard something terrifying.

Ignoring Naruto's resentful, tearful glare, Kazuki picked up a scroll, wrote a note for Sasuke, and patted his head encouragingly.

Naruto, who had been crying moments ago, suddenly laughed.
Now he had company!
Unfortunately, this earned him Shikamaru's murderous glare—and a hard smack from Jiraiya.

Jiraiya voiced his concerns.
Though the economy was stable, wouldn't expanding the commercial district risk over-dispersing resources?
"No wonder Konoha's poor! Always obsessing over military power, always scheming—learn from Kumogakure for once!"
Tsunade was furious.
I've done all the research. It's not foolproof, but there won't be major issues.
And now you dare question it?
Do you want to die?!
Kazuki smirked in amusement.
"Ahem!"
Shikaku coughed, rescuing the pitiful Jiraiya.
"Lord Jiraiya, according to our surveys, expanding the commercial district poses no risks. We have the largest population among the Five Great Villages, and our citizens' living standards are stable. With proper guidance and support, success is guaranteed."
