There is no denying that Xiaqiu County has a very weak presence among the four counties in the entire Nanping Prefecture, mainly for two reasons:
Firstly, the original White Miao had inherently weak presence among the Five Miao Tribes;
Secondly, Xiaqiu is the city furthest away from Nanping Prefecture City.
Its status and geography do not hold any advantage, so its presence is naturally weak.
A weak presence has its advantages as well as disadvantages.
The advantage is that being far from the emperor allows for greater freedom for martial artists in Xiaqiu compared to the other three counties; for instance, arranging something like the Hou Yuxiao incident occurs very rarely in the other counties, especially in Nanping Prefecture City.
