When the Council building was struck by a missile, causing the Council to cease operations, Commander Lu led his troops away from the old Federation base, which amounted to him declaring independence.
This move was mainly motivated by two considerations.
On one hand, after the dissolution of the Council, such a vast army needed a new position. The new Council might not be the same as the old one, and Commander Lu did not want this force to be influenced by politicians. Based on past experiences, particularly his experiences in Yin Country, he knew that Federation politicians would immediately disband an army without a leader.
