When your Divinity of spitting fire accumulates to a certain extent, it will convert into the Power of Laws for spitting fire.
When the Power of Laws becomes perfect, it is promoted to Rule level.
So, why does the faith of believers have such power?
Because the essence of the Power of Faith is the soul shards of believers, combined with an unwavering will towards something.
