With each law read aloud, the Raikage's expression darkened.
Three months ago, the four major ninja villages had suddenly established the Ninja Federation, and he too had been invited.
Their stance was clear: take part or suffer the consequences.

The Raikage glanced around at the other Kage, only to find them silent. The once formidable man slumped back into his seat, deflated.
With the Federation's intervention, the internal chaos in Kumogakure was swiftly quelled, and the aristocrats of the Land of Lightning fell into ruin.
Thousands of aristocrats were judged for their role in the uprising, most executed under charges of war crimes.
Several opportunistic gangs and rogue ninjas were also captured—those who were killed, and those who were sentenced to serve.
The total number of individuals tried exceeded 60,000.
This caused the nobles in the other countries who had initially complained about giving up land to suddenly feel a sense of relief.
The most eye-catching figure in all this was the Fourth Hokage, Namikaze Minato.
Many believed he had long since died, but here he appeared as the Chief Justice of the Federation.
With the Land of Lightning's turmoil settled, the Ninja World Federation, which many thought would calm down, issued yet another announcement.
Ninjas must comply with the laws of the Ninja World Federation.
Small ninja villages, other than the five major nations, must merge into the five major villages or join the Federation, they cannot exist independently.
The Federation will crack down on illegal organizations such as black markets and gold exchange businesses.
With the five nations now under its control and a powerful military force backing it, most of the smaller ninja villages wisely chose to join the Federation.
Although no one truly understood what this organization was, it was now the largest one around.
The black markets and gold exchanges had suffered greatly, one after another shutting down.
Among the rogue ninjas, only a few stubborn ones resisted, while most were willing to accept employment by the Federation, choosing a life that appeared to be more legitimate.
Soon, rogue ninjas, bandits, and gangsters became the least promising occupations in the Ninja World.
The Ninja World Federation gradually became known to the majority, and its high-ranking positions began to take shape.
The five major nations were no longer ruled by the Daimyo, but by the highest-ranking officials appointed by the Federation.
Underneath them were the various administrative regions, governed by internal Federation personnel who were selected or promoted through internal assessments.
Before the five major ninja villages had fully adjusted, the entire Ninja World had already been restructured.
And it began operating with terrifying efficiency.
Now, the Federation's success left the major villages envious, and they scrambled to send people into the organization.
They finally realized that although the ninja villages hadn't changed on the surface, the leadership had.
The Federation would give the ninja villages tasks to maintain the ninjas' normal livelihoods.
Each year, a significant sum would be allocated for the training of ninjas and the maintenance of security in the various districts.
But all this required votes from the Federation's high-ranking officials.
At present, many positions at the upper levels of the Federation remained vacant.
