The noise wasn't obvious at all, Payo didn't hear anything at first nevertheless his first reaction was to agree with the empress after all the empress was "empress"
But having used his astral spirit he heard.

As expected of the empress whose astral spirit was the divine human sun avatar.
As close vassals, apart from Payo, Rin, Ran and some few eunuchs also tallied along swiftly as the empress moved briskly to a certain location.

Actually it wasn't that she was extremely angry per say and that was why she came earlier, Panae knew she had a fiery temperament, but not much could keep her angry for long, at least something like this.

This period because of the similar nature of the sun to her astral spirit was the best part of the day for her to cultivate, and it was also when she relaxed the most, enjoying her afternoon siesta and beauty sleep.
So the offenses that made her take this personally were:
1. Disturbing beauty sleep.
2. Affecting cultivation, hence affecting future conquest of enemy.
3. Making noise.
All serious offenses, and there was also curiosity.
The source of the noise was far away from where animals were kept.

And this strange person, with animals, it almost looked magical, hard to believe, how had such person clearly a peasant or something entered the palace with these animals!
Was there a breach or something in the imperial palace, how had such person entered !
Was it eunuch Gao doing some kind of scheme to get this strange person into the palace, but what kind of scheme and how.
Head Eunuch Payo was furious, this was his subordinate, no one knew how this other person entered but it was certainly related to the begging, prostrating eunuch Gao.
It certainly looked bad on him, and just a few days back he had been praising this Gao Gao.
And these two clearly very occupied by themselves didn't realize that they were not alone!
Out of anger Head Eunuch Payo stepped forward, wanting to summon his astral spirit and swat these two into nothingness.
