"Naruto was right. S-class power, S-class pride, S-class insanity," Jiraiya replied. "Do you really think something like this will bring peace? You'll only make the fighting worse! This is the stupidest plan I've ever heard in my life!"
Pain shook his head slightly.
"When countries dispute, what's the most effective way to resolve it?"
Jiraiya bellowed in anger,
"Answer me directly! How could you even come up with something this idiotic?"
Ignoring him, Pain continued,
"I will hand this weapon to warring nations. Whoever holds such power will inevitably wield it."
Jiraiya thought the entire idea was complete nonsense.
Every time a weapon gets used, survivors develop stronger ones for revenge. This won't usher in a new era—just endless ruin.
"Your stupid idea will kill hundreds of millions of people..."
"The whole world will come to know true suffering!" Pain declared firmly. "My technique will breed fear, serving as the ultimate deterrent. Wars will burn out fast. Suffering will push the world forward just as it did for me. Our world is still an infant, yet the hand of God has descended, steering it toward growth."
Jiraiya couldn't help but laugh.
"You want the world to tear itself apart just to grow faster… You think this is your duty?"
"Yes." Pain admitted. "After all, I am the God of Peace."
Jiraiya chuckled.
"You've become quite the decent comedian, Nagato."
"In my eyes, teacher," Pain said disdainfully, "you're merely a petty child whose growth has been stunted."
"Another summoned beast?" Jiraiya said, seeing Pain standing atop a giant chameleon-like serpent. "I'll admit, it's rich coming from someone your age preaching about how the world needs to evolve—Naruto would be rolling on the floor laughing if he were here! You call yourself a god? Even I'm not entirely human anymore."
So saying, he began forming hand seals. Smoke gathered around him:
"The Legendary Sannin! The invincible frog sage of Mount Myoboku! The great Jiraiya!"
With those words, he slammed himself face-first into the ground.
"You've really not changed one bit," Pain sneered.
Jiraiya angrily jumped back up.
"Damn it! I wasn't even done striking my pose—you don't interrupt style like that!"
A massive frog appeared, its head crowned with horns similar to Gamabunta's, though colored red with black markings. One hand gripped a shield, the other a katana.
As Pain and his giant chameleon lunged forward, Jiraiya shouted,
"I guess I need to get serious from the start... I have to enter Sage Mode."
The massive summoned beast gawked in disbelief.
"What?! You're serious? You're going to—"
"That's right," Jiraiya confirmed. "I'm calling forth two Sage elders. Gamaken, buy me enough time to prepare."
The giant toad nodded.
"Understood, Jiraiya."
"I might not be the strongest, but I'll give it everything I've got!"
Jiraiya rolled his eyes.
"Let me say this again—you're not weak. Show this punk what you're really made of."

##Naruto Uzumaki VS Konan##
"Lord Pain shall bring peace to this world, and you are nothing but an obstacle, Naruto. [Dance of the Shikigami]!"
Konan launched countless paper blades toward Naruto, wrapping around his body.
[Wind Release: Great Vacuum Cannon]!
Naruto took a deep breath and exhaled forcefully. Air bullets blasted from his mouth, slicing through Konan's paper projectiles.
Naruto charged toward Konan, his cloak now bristling with two tails.
Konan fired more paper blades. Her full attack hit him head-on, pushing him back into the water.
The water rippled for a moment before a massive claw of red chakra erupted from beneath, grabbing Konan.
She watched as her paper blades disintegrated in Naruto's blazing chakra. When he emerged again, she saw three tails swinging behind him.
Naruto slammed her body back and forth, then hurled her away with a powerful swipe of his chakra claws.
Konan barely managed to gather enough paper to reconstruct her wings and escape just in time.
'Damn it! I can't even hit this woman! She's too slippery—always flying away!'
"You're far from Konoha now, kid. There's one more option you haven't tried yet. How many tails can you handle?" the Nine-Tails calmly asked.
'Four tails,' Naruto thought while watching Konan flying above, 'she's dodging like she knows what she's doing. If I lose control and push past three into four tails, I could flatten the entire Amegakure village. But I don't want that!'
"Four tails, huh? The last time you used that, you only had access to two."
Naruto swung between high-rise buildings, using his tails to propel himself after Konan:
'You're telling me to use that trigger again? Last time I did, every bone in my body cracked! And staying in it too long nearly killed me!'
"You idiot… Then don't come out of it until you've killed that paper woman and her comrades—or at least until Jiraiya can protect you. It's really that simple."
Naruto began climbing rapidly up the skyscraper he was clinging to, trying to reach the top as fast as possible.
Overwhelming power was his only option.
At the summit, Naruto spotted Konan flying around in the distance, deliberately staying outside his attack range.
He stood still, his tails swaying around, attempting to summon the fourth tail—fully aware of the pain it would bring and the damage it'd do to his body.
"Keep flying… I've got all the time in the world, lady," his crimson eyes locked onto her airborne figure as he focused on releasing all his remaining strength.

##Jiraiya VS Pain##
Pain's chameleon faded from view, and both Jiraiya and the giant toad became alert.
Without warning, Pain summoned a colossal three-headed beast and hurled it at Jiraiya and the giant toad.
The giant toad was forced to leap upward, grabbing onto a high ledge to dodge.
Looking down, Jiraiya spotted Pain astride a five-headed beast charging straight toward them.
The pack of dogs broke away from their leader and launched an assault against the Giant Frog.
Though the Giant Frog lashed out with his weapon, he failed to hit one, and that dog rammed into him and sent him plummeting off the high-rise building.
Mid-air, a colossal bird with a drill-like beak lunged at the Giant Frog, who quickly raised his shield to block.
Nonetheless, he slammed hard into the ground, fracturing the surface beneath him.
"He should possess the Rinnegan with control over all six elements, so why is he relying solely on summons in battle?" Jiraiya wondered.
A massive bull charged straight toward Jiraiya and the Giant Frog.
"My friend, it's time for you to return. I'm ready!"
Just as the bull slammed Jiraiya into a wall, the Giant Frog returned to Mount Myōboku.
"Why must you always summon us in such a place? No wonder Gamariki is furious!" came an elderly voice from the hole Jiraiya made in the wall.
"Oh, not again, Mother—Jiraiya had no choice," another voice cut in.
"I truly apologize for pulling both of you here like this, Fukasaku and Shima," Jiraiya said.
Shima spoke up,
"Weren't you always saying your human form would scare girls off?"
Jiraiya chuckled,
