[Multiple Shadow Clone Jutsu]
This technique was further developed by the Second Hokage, Tobirama Senju, based on the original Shadow Clone Jutsu. It can create hundreds, even thousands, of shadow clones at once.
However, this jutsu consumes chakra extremely rapidly. Those without massive chakra reserves risk severe self-harm or even death when using it. Therefore, it has been classified as Kinjutsu.
In Heiyan's opinion, this jutsu is practically tailor-made for those who have attained Sage Transformation.
It can fully exploit the potential of Sage Transformation.
In the canon storyline, Naruto used Multiple Shadow Clone Jutsu to master Rasengan, Wind Release: Rasenshuriken, and Sage Art in short periods—techniques that normally would take years to learn.
But the Multiple Shadow Clone Jutsu is recorded inside the Scroll of Seals, kept under tight guard within the Kinjutsu Room by successive Hokages.
Acquiring access to it is no simple feat.
Steal it?
Heiyan had barely considered the idea before dismissing it internally.
In the canon storyline, both Orochimaru and Naruto had stolen forbidden techniques previously.
Yet Orochimaru was the most favored disciple of the Third Hokage. Even after stealing Impure World Reincarnation, violating taboos, and even killing Anbu guards in front of the Third, the Third still hesitated to harm his beloved student, allowing him to escape unharmed.
As for Naruto, he managed to steal the Scroll of Seals from the Kinjutsu Room likely because the Third allowed it intentionally—to let Naruto learn the Multiple Shadow Clone Jutsu and simultaneously expose and eliminate the traitor Mizuki.
In short, if Heiyan wanted to obtain the Multiple Shadow Clone Jutsu, there was no way around the Third Hokage, Hiruzen Sarutobi.
Requesting it directly from the Third?
Not very realistic either.
Although Heiyan's clan had contributed somewhat to Konoha's economic development over the years, when it came to forbidden techniques, money wasn't enough to settle things.
Ultimately, Heiyan, at present, was merely an inexperienced Genin.
He had only completed a single Class-C mission—and had failed it.
Therefore, he needed an opportunity.
Either completing an important mission and earning recognition for the village, or displaying his strength in a special setting and gaining the Third Hokage's acknowledgment.
Then, he should act immediately while the opportunity was ripe.
With such thoughts, Heiyan returned home.
Two days later.
Night fell, lights flickered on.
On the second floor of Four Seasons Hotel, a grand banquet was being held.
Decided upon during hotel management meetings, the event aimed to treat personnel involved in the Chunin Exams—celebrating those newly promoted to Chunin while also bidding farewell to guests from various ninja villages staying at the hotel.
Undoubtedly, such activities greatly benefited Four Seasons Hotel's brand image.
Inside the restaurant, more than two hundred people attended the banquet, filling over twenty tables and creating a lively atmosphere.
At this moment, a boy with short white hair entered the dining hall.
It was Heiyan.
More precisely, one of Heiyan's shadow clones—the real one remained at an outdoor training ground studying [Storm Release].
He first checked the kitchen before arriving at the dining hall, waving to call the restaurant manager over to inquire about preparations and coordinate arrangements, ensuring the banquet would proceed smoothly.
Heiyan's gaze slowly swept around the hall as he noticed something unusual.
The dining hall seemed harmonious and joyful on the surface, but underneath, tensions ran high.
At this moment, neither Konoha nor Sunagakure's high-ranking elders had arrived. Rumor had it that both sides had been locked in trade talks throughout the entire Chunin Exams, but still hadn't reached a deal.
Meanwhile, the young ninja from Konoha and Sunagakure had clearly divided themselves into two separate groups—one centered around Hiashi Hyuga, and the other gathered around Rasa and Pakura.
"Let's hope nothing kicks off here?"
Seeing this situation, Heiyan frowned slightly.
He'd also heard about the chaotic happenings at this year's Chunin Exam. Because the match was suspended without a final winner being decided, naturally, neither side would accept the other after the exam ended.
Neither side willing to back down, tensions were boiling over.
It seemed his decision to send a Shadow Clone here was indeed the right one.
If these kids really started a brawl and smashed up the restaurant, Heiyan definitely wouldn't allow it.
Nobody was leaving without paying for the damages.
Ten minutes later.
What Heiyan expected eventually happened.
On Konoha's side, a group of people surrounded and praised the Hyuga clan's genius—Hiashi Hyuga.
At just twelve years old, he had smooth, long black hair and wore traditional Hyuga attire. His whole demeanor exuded the noble aura typical of aristocratic heirs.
"[Rotation] is incredible—it's practically an absolute defense, reflecting all attacks and making him immune to any ninjutsu or taijutsu."
"Pity though, if the matches continued, Hiashi would've marched straight to victory and claimed the championship."
"That so-called genius from Sunagakure? They're lucky they got away this time."
"..."
Flattery poured in without end.
Hiashi sat upright with a calm, expressionless face, not showing any sign of arrogance despite the praise. In his opinion, everything they were saying was simply truth.
"Hmph, quite amusing!"
Upon hearing this, Pakura couldn't hold back her temper. She immediately stood up and openly mocked them from a distance, "Why don't you brag after beating me first?"
"It's indeed a shame we didn't get to fight the so-called genius from the Hyuga clan," Rasa added with a sigh, feigning regret.
Swish!
Hiashi abruptly rose to his feet, posture rigid, eyes sharp like blades piercing directly at Pakura and Rasa.
Meeting his aggressive glare, the two showed no fear either, their battle spirits burning fiercely.
Swish! Swish! Swish! Swish!
Inspired by the three young geniuses, the younger ninja from both Konoha and Sunagakure swiftly stood up as well, itching for a fight and throwing curses at each other, ready to ignite into a large-scale conflict at any moment.
Outside the crowd, Heiyan observed the escalating situation closely. His eyes narrowed, preparing to step forward and mediate.
After all, if left unchecked, these people might actually tear down the entire restaurant.
However, just at this moment—
"What's all this noise about?"
A solemn voice came from outside the dining hall.
Hearing this, Heiyan turned to look. It was the high-ranking officials from Konoha and Sunagakure who had finally arrived.
On the Sunagakure side, the leader was the Third Kazekage wearing a green Kage hat, with blue hair and yellow eyes. This Kazekage had earned his reputation in the ninja world through his Magnet Release Kekkei Genkai, hailed as the strongest Kazekage in history!
Behind him followed Chiyo, with her short pink hair, and several Sunagakure elders.
The Konoha delegation was led by Hiruzen Sarutobi, the Third Hokage. Right behind him were Danzo, advisor to the Hokage, and Tsunade, the princess of the Senju clan.
Hiruzen had a tuft of beard beneath his chin. He looked dignified, yet visibly older than he really was—probably from too much stress and wear.
Danzo, standing behind him, had bandages wrapped around his head, one eye covered, and a diagonal cross-shaped scar on his chin. Leaning on a cane that marked his rank, he carried an air of cold calculation and menace.
Tsunade, though, remained as dazzling as ever, drawing every gaze effortlessly.
Heiyan noticed that the expressions of high-ranking figures on both sides seemed rather stiff.
It seemed the trade talks had ultimately failed to produce a deal acceptable to both parties.
"Everyone, sit down," snapped Hiruzen as he gave the Konoha ninjas a stern look.
As soon as those words were spoken, the Leaf ninjas, led by Hiashi Hyuga, fell silent instantly, each sitting down dejectedly.
The Hokage's authority had been fully demonstrated.
The Third Kazekage didn't say anything, but when he glanced at Rasa and Pakura, the Suna ninjas also lowered their heads and sat obediently without further noise.
So, did this storm just blow over?
He shook his head. "Probably not that simple," Heiyan murmured inwardly.
Because currently, not only did the leaders on both sides harbor tensions from failed negotiations and internal frustration, but the younger generation of ninjas was also on the verge of erupting into open conflict.
The restaurant had fallen into extreme silence; you could hear a pin drop.
The atmosphere grew oppressive and heavy, as if everything were frozen.
After a long while…
"Ninjas' matters should be settled in the way ninjas see fit."
Danzo broke the silence.
He looked at Hiruzen, who silently permitted him to continue, then locked his intense gaze onto the Third Kazekage, startling everyone with his bold proposal:
"Rather than remain stuck like this, why don't we let these young ones continue their struggle from the Chunin Exams and settle who wins and who loses? And the losing side… will have to make concessions regarding the terms of the trade agreement. How about that?"
Upon hearing this, the Third Kazekage immediately frowned.
"Doesn't that seem too childish?" he said after a moment's pause.
"Danzo, you're being too hasty."
Hiruzen also echoed the Kazekage's sentiment, seemingly quite dissatisfied with Danzo's reckless suggestion.
"My apologies."
Danzo's expression darkened slightly. "I didn't know beforehand that the Third Kazekage had so little confidence in the youth of Sunagakure."
He intentionally spoke loudly enough for everyone present to hear.
At that, Rasa and Pakura glared furiously, clenching their fists. Meanwhile, the ninjas from Konoha wore wide, smug grins.
For a moment, everyone waited for the Third Kazekage's reply.
The Third Kazekage turned his gaze to Rasa and Pakura. Both stood up at once, straightening their backs with fierce determination in their eyes.
"Hmph… I'll go along with it."
