Chapter 40 - Chapter 40: Artificial Humans and Collateral Damage

"The 'Natural Disaster Company,' you say?" Dylan actually smiled, a rare occurrence. "It's a very fitting name for us." Lord Roa was a man destined to bring calamity to this world; to its inhabitants, his very existence was no different from a natural disaster.

Bullet remained expressionless. He was merely a soldier, only needing to obey Lord Roa's commands.

As for Doflamingo, he naturally dared not voice any opinions, terrified that Roa would turn him into another Judge. However, his fears were unfounded. Judge's main profession was that of a scientist, so destroying and twisting his mind was irrelevant. But Doflamingo, a combatant, was different.

In this world, once one's will crumbled, they became vulnerable. Doflamingo was already second-rate; Roa naturally couldn't bear to turn him into a stray dog.

"So, Boss," Judge looked at Roa with eager anticipation. "What should we do next?" He had completely lost his courage, his heart filled only with cowardice and fear, as well as hatred for the World Government.

These emotions amplified his dependence on Roa indefinitely. It could be said that the current Judge was a completely dependent personality, but only towards Roa.

The human body, quite interesting, isn't it?

"Let's end this war first; it's not good to break promises," Roa stated.

Soon, the Germa soldiers, fierce as wolves and tigers, escorted the disheveled royals out. Along with them were the nation's ministers.

"Boss, how should we handle this?" Judge instinctively asked Roa. This was the side effect: completely losing his self-confidence, Judge could no longer make decisions on his own.

Roa said with pity, "Hand the royal family over to your employer. As for the others, release them. Heaven has the virtue of cherishing life; there's no need for a complete slaughter."

Judge was stunned. These ministers, who remained in the palace even as the city was besieged, were essentially the backbone of this nation. If they were released, the war wouldn't end.

However, Judge quickly scoffed at himself. He was a useless failure who couldn't do anything right; Lord Roa deigned to offer advice because he thought highly of him. Why was he still hesitating?

"I understand!" Judge nodded heavily.

"Teachable child," Roa nodded with satisfaction. "Now then, take us on a tour of the company headquarters—oh no, the Germa Kingdom."

"Yes, Boss!"

The Germa Kingdom was located within the territory of this nation. Having lost its own land long ago, the Germa Kingdom had been roaming the seas for centuries. This nation was built on the backs of giant snails.

These colossal snails carried huge platforms, on which the Germa Kingdom's buildings stood. All the platforms could be combined, forming the entirety of Germa when all the snails were linked together.

It wasn't very large, totaling fewer than a hundred giant snails. Once fully assembled, its scale was equivalent to a small county town.

The total population was around 300,000, primarily composed of able-bodied men and women, with only a small number of children. Because this nation survived by acting as mercenaries, and artificial soldiers hadn't yet saturated the country, it was quite similar to the Land of Endless War.

Men were all soldiers, women mostly worked in factories, and ordinary citizens found it difficult to live to old age. Thus, the black energy in this country was considerable, and Roa was very satisfied.

Judge was still quite remarkable. He had single-handedly pulled this almost collapsed nation to the status of a world power.

Currently, Roa and his group were touring the nation's weapon factories. They were greatly astonished. Assembly line operations, standardized procedures. Roa had also visited the factories in the Land of Endless War; the difference was simply too vast.

"These past few years, I've been busy with two things: weapon production lines and artificial soldiers," Judge said with some pride. "It's no exaggeration to say that there are few nations in this world whose armies possess more advanced weaponry than ours."

"Have you considered expanding the scale?" Roa asked. Judge's factories were certainly several generations ahead of the mainstream level on the seas. However, the scale wasn't very large. It was enough to supply their own army, but insufficient if they wanted to export their doctrines to the entire world.

"Manpower and resources can't keep up," Judge shook his head.

Roa nodded slightly. Manpower and resources would be easy to solve. The New World had no shortage of people, and mineral deposits weren't hard to find. No non-affiliated country would be concerned, and the World Government wouldn't be so idle as to expand its territory in the New World.

"Let's go see the artificial soldiers," Roa said.

"Alright, Boss! They are my proudest creations!" Judge led Roa and the others to another factory. This wasn't an assembly line; instead, there were massive cylindrical glass tanks, each immersing the figure of a young boy.

"Artificial soldiers?" Dylan looked a little surprised. "How strong are they?"

"Once fully developed, they will definitely be stronger than elite Marine soldiers!" Judge said proudly. "They have no physiological defects; every muscle in their bodies is perfect! While absolutely obeying orders, they have no emotions and fear no death!"

"The only drawback is that it takes five years to cultivate them! This first batch of artificial soldiers will still need more than two years to be fully developed."

Dylan nodded inwardly. Emotionless soldiers were indeed lethal weapons on the battlefield.

But.

"No emotions?" Roa frowned. "How can that be? What makes a human human is their rich emotions."

"Judge, I have to criticize you a bit here. Since you brought them into this world, how can you deny them the right to be moved by the beauty of this world?"

Emotions? Judge was stunned again. Weren't emotions an impediment? Only power and strength were real. But Lord Roa had said so.

"I understand!" Judge nodded heavily. "I will improve it immediately. Do I need to improve the obedience aspect?"

"No, that's fine," Roa said with a smile. "You created them, after all; it's natural for them to listen to you." He added, "Can the cultivation time be shortened?" Five years was too long. With that much time, it would be better to recruit a batch of giant soldiers from Elbaf.

"It is possible," Judge said honestly, "but it would inevitably shorten their lifespan and reduce their physical fitness."

"Isn't that great?" Roa said earnestly. "The weight of a life isn't in its length, but in its depth, in how much value they create in their lives!"

"Rather than keeping them in cultivation tanks indefinitely, it's better to let them experience this world sooner."

Now he understood. Doflamingo curled his lip.

"What's the fastest you can shorten it to?" Roa asked.

"One year, perhaps," Judge calculated. "If this first batch of artificial humans is modified now, they should be fully developed within two months."

"Excellent," Roa's lips curved upwards, his smile bright and sunny. These artificial humans would be great whether they were thrown into factories or served as soldiers. And with emotions, this nation, as their main base, would no longer have to worry about sustenance.

"Very good, Judge," Roa said with great satisfaction. "Your efforts have moved us one step closer to overthrowing the World Government."

"Really?" Judge was very excited. "I actually have two other researches: one is a battle suit, which I've only just begun researching and have made some progress on. The other is a lineage factor modified human, which will be the culmination of all my techniques, but it's still only on paper right now."

"Then you'll have to work hard; I have high hopes for you."

"Yes!"

Regardless, the Vinsmoke Family and the Germa Kingdom had, from today onwards, become an inseparable part of the Natural Disaster Company. As for whether others in the country would object, suffice it to say that the Germa Kingdom was the Vinsmoke Family's kingdom; the entire nation was Judge's personal domain.

Next, it was time to return to the New World. The company framework was already in place; now it was time to develop production and expand operations.

Meanwhile, on a certain island in the New World.

"Wah!" The mountain-like, burly man collapsed to the ground.

"You saw me coming and still didn't run! You really look down on me!" The black color on his steel-like fist gradually faded. The man known as Marine Hero, Garp, grabbed the fallen monster's collar. "Now tell me, Kaido, where did that brat go? The higher-ups are pushing hard! I can't even enjoy my vacation!"
