"People from the military?" Chris recalled what Senior Stephen had mentioned earlier about military personnel wanting to discuss the Growlithe breeding business with him.

"Where are they now?" he asked.

"I took them to the conference room to wait," Wanda replied, turning to lead the way.

Soon, Chris arrived at the conference room door where two soldiers stood at attention.

Upon seeing Chris, one soldier knocked on the door. "Sir, Chris has arrived."

"Sir?" Chris was surprised. Did they need someone high-ranking just to discuss a Growlithe breeding arrangement?

"Come in!" a voice called from inside the room.

Chris pushed the door open and entered. Inside the small conference room sat a middle-aged man in casual clothes with a fresh cup of green tea in front of him.

Seeing Chris enter, the middle-aged man stood up and greeted him with a smile. "My name is Leif. I'm the representative who came to discuss the Growlithe breeding arrangement with you."

"Hello, Director!" Chris greeted hastily.

"No need to be so formal. I'm a disciple of the Arcanine Master, and your teacher and my teacher are good friends. I'm just a bit older than you, so just call me Brother Leif!" Leif said, making an effort to seem approachable.

"Brother Leif it is!" Chris responded, naturally accepting the friendly gesture.

They both took their seats, and Leif poured Chris a cup of tea before getting straight to business.

"Under normal circumstances, when we negotiate Growlithe breeding contracts with breeding houses, we typically ask the breeder to commit to selling us a certain number of Growlithe annually based on the size of their Growlithe and Arcanine population."

"Since you received 100 Growlithe from the military, they weren't free. You'll need to return 100 Growlithe to us over the next five years—that's 20 per year."

"Additionally, for the first five years, we'll buy 20 Growlithe from you annually at 50% of the market price. The number of Growlithe you can sell to the public each year is limited to 10% of your total—that's 10 Growlithe."

Chris nodded. Stephen had already mentioned these conditions when they discussed raising Arcanine. The terms seemed reasonable and within acceptable range.

"However, that's under normal circumstances," Leif suddenly turned to look Chris directly in the eyes. "Chris, you're not an ordinary trainer!"

"What do you mean?" Chris asked, confused.

"Your concept of Individual Values has been approved by my master. He suggested that I discuss acquiring high-IV Growlithe from you to build an elite unit!"

Chris could guess what the Arcanine Master and Leif were thinking, and suddenly understood why the Arcanine Master had given him the Shiny Growlithe.

This was because of his teacher—giving a Growlithe to a Trainer who could truly breed it properly. It was also a test.

The Arcanine Master was getting old, and he was helping the army find the next "Elite Breeder."

"I've been thinking about this for a while and discussed it with my superiors for several days. We've finally developed a proposal. Listen and see if it works for you."

"The military will provide you with an additional 900 Growlithe in the future to make it an even 1,000. These thousand will be given freely—you won't need to return them over the next five years. The number of Growlithe you can sell publicly each year will also increase to 20% of your total, which means 200!"

"But for the next ten years, we want to purchase 50 single-IV Growlithe and 10 double-IV Growlithe from you annually at market price."

"Of course, since you're the creator of the Individual Values concept, you'll help determine the market price for Pokémon with high IVs, so we can negotiate that separately!" Leif explained his proposal.

The army and police didn't lack ordinary Growlithe at all. Pokémon like Growlithe were born with excellent base stats and extreme loyalty, which is why they'd been so heavily cultivated.

What they wanted were elite specimens. They wanted to pair elite Growlithe with elite Trainers to create an even more elite force!

Chris rubbed his chin, thinking silently.

One thousand Growlithe as an investment from the army, and then they would purchase single-IV and double-IV Growlithe from him every year for ten years.

This deal would definitely be profitable.

After considering it, Chris said: "I basically agree with your proposal, but the numbers for the 50 single-IV Growlithe and 10 double-IV Growlithe should be changed."

"How about 30 single-IV Growlithe and 7 double-IV Growlithe? Would that be acceptable?" Leif asked hesitantly, misunderstanding Chris's intention.

Chris quickly waved his hands. "That's not what I meant."

"I meant the numbers should go up."

"I can provide you with 200 single-IV Growlithe, 50 double-IV Growlithe, and 10 triple-IV Growlithe every year, if you're interested." Chris's idea was simple.

He had to sell to someone, and selling to the country seemed better than selling elsewhere.

When selling to the public, he worried that high-IV Pokémon might depreciate in value, but that was unlikely when selling to the government.

He didn't promise to provide 2,000 single-IV Growlithe, 500 double-IV Growlithe, 100 triple-IV Growlithe, or higher-IV Growlithe every year because officially, he only had 100 Growlithe.

"Are high-IV Pokémon that easy to breed?" Leif was startled by these numbers.

"Of course not. A single-IV Growlithe is already about one in a hundred. With each additional perfect IV, the probability decreases exponentially."

"However, this kind of difficulty applies to ordinary breeding houses. I have special methods."

Chris smiled and shook his head. His special advantage was that he could essentially keep "resetting" for Growlithe in his handheld device.

"If you can really provide that many high-quality Growlithe, that would be excellent." Leif nodded, though clearly skeptical.

Chris wasn't concerned about Leif's doubt—time would prove his abilities.

"Currently, the market price for a Growlithe is 1 million. Would 3 million for a single-IV Growlithe be acceptable? Would 10 million for a double-IV Growlithe work? And how about 30 million for a triple-IV Growlithe?" Chris asked about the pricing structure.

Unlike Ralts, Growlithe prices were much lower. The main reason was that Growlithe weren't as rare as Ralts nowadays. All major breeding houses cooperated with the government, so there was steady supply.

The market price of 15 million for a single Ralts was entirely driven by Mega Gardevoir's popularity, which had increased the price more than tenfold. When the Ralts price eventually fell, it would likely be similar to Growlithe's.

Chris believed the Ralts price would drop soon, unless... his Mega Gardevoir continued making headlines.
