Watching the Third Hokage sitting across from him, Kiyoshi smiled. "I just recently completed its development."
"As a part of Konoha, I'm willing to offer this jutsu to the village without any conditions."
Unconditionally? He wished.
Yes, this jutsu was powerful.
But the chakra cost was staggering.
At the moment, not a single shinobi in Konoha could truly handle it. Not even Hiruzen himself.
The Rasenshuriken required not only intense chakra control but also an enormous amount of chakra.
To be fair, only those with exceptional reserves, like Jiraiya in Sage Mode or Naruto—who, as a Nine-Tails Jinchuriki, also carries Uzumaki blood—stood a chance.
And Naruto certainly wasn't there yet.
In fact, even if Kiyoshi didn't give this jutsu to the village, Naruto, with his natural talent, would probably develop it on his own someday.
So, trading it to free Yugao from her duties wasn't much of a loss for Kiyoshi.
By the time Naruto would be ready to learn this technique, the Hokage would have changed, and access to the Scroll of Seals was far from guaranteed.
Whether or not anyone else learned it was ultimately up to him and Tsunade.

Though with Jiraiya's chakra reserves, he'd be lucky to use it twice.
If he was in Sage Mode, with the two toad Sages supplying him with endless chakra, then maybe—just maybe—he could unleash its full power.
Working alongside the toad Sages would give Jiraiya frightening offensive power, possibly enough to overpower Nagato's Six Paths of Pain.
"You completed the Fourth Hokage's unfinished jutsu? You merged Wind Release into the Rasengan?"
The Third Hokage's eyes narrowed, and he abruptly stood up, staring at Kiyoshi in astonishment, unable to hide his shock.
"What?"
By the door of the Hokage's office, the two senior advisors, Koharu and Homura, had overheard that Kiyoshi was meeting with the Third.
Assisting with the daily affairs of the village, they had rushed over, and now they were equally stunned.
Developed an S-Rank jutsu…?
Kiyoshi raised his right hand.
Immediately, his five fingers transformed into green vines, and under the shocked gazes of the Third Hokage, Koharu, and Homura, five trumpet-shaped flowers bloomed on each fingertip.
Chakra surged within them, gathering into one brilliant blue sphere after another.
"Woooooo—"
Suddenly, a vortex of wind blades erupted, a whirlwind slicing through the air and filling the Hokage's office with an intense screeching sound.
The violent winds sent papers fluttering from the desks, the horrifying chakra vibrations causing the Anbu guards stationed nearby to rush in, alarmed and on edge.
They stared at the five vines from Kiyoshi's fingers, each generating a glowing, white-hot sphere spinning at high speed like gigantic shuriken—the terrifying Rasenshuriken.
Their expressions turned pale as cold sweat broke out.
Who could stand against that?
If he unleashed this jutsu here, the entire Hokage building and its surroundings could be reduced to rubble in seconds.
"Stand down."
The Third Hokage waved his hand, his face stern as he watched the five trumpet flowers gather the deadly Rasenshuriken.
"A truly terrifying jutsu."
Renowned as the Professor, famous for his mastery of Konoha's main jutsu, his sharp eyes immediately discerned the unimaginable power this technique held.
Even he, the so-called "Strongest Hokage," felt beads of sweat forming on his forehead.
But more intimidating was that Kiyoshi could control all five vines simultaneously, each one forming its own Rasenshuriken. Such precise chakra control was chilling to witness.
"Incredible."
"The Fourth left behind the Rasengan, but it has now become something this terrifying."
Homura and Koharu exchanged glances, and each saw a flicker of wariness in the other's eyes.
They had heard rumors, but seeing it in person left them truly awed by the sheer power of Kiyoshi. It was clear now that not all S-Rank jutsu were created equal.
This Rasenshuriken was leagues beyond Kakashi's S-Rank Raikiri.
The ease with which he created five Rasenshuriken brought an almost palpable sense of impending death, and the sheer killing intent behind it made them break out in cold sweat.
"Not bad." Kiyoshi smiled.
Even without Sage Mode, his chakra control was leagues beyond Naruto's, so he had no risk of getting cut by the minuscule wind blades embedded in the technique.
Besides, as a Wood-Wood Fruit user, he could only be harmed by nature energy, Yin-Yang Release, or similar high-level techniques.
In an instant, the five monstrous Rasenshuriken vanished, the vines transforming back into fingers. Kiyoshi's hand was perfectly unscathed, as if nothing had happened.
Both Homura and Koharu let out a sigh of relief, though they still felt a creeping dread.
That Kiyoshi could summon five S-Rank Rasenshuriken at will, without hand seals and using Wood Style, was unbelievable.
"Such a powerful technique, though difficult to master, is risky and requires immense chakra. Besides you, Kiyoshi, no one else in Konoha could use it."
The Third Hokage wiped the sweat from his brow as he regarded Kiyoshi seriously.
Taking a deep breath, he solemnly accepted the scroll. "I will include it in the Scroll of Seals as a forbidden jutsu."
With his experience, he could see that this jutsu, which compressed high-density, high-quality Wind Chakra, was exceedingly challenging to master.
Only someone like Kiyoshi, with chakra reserves surpassing those of tailed beasts and incredible chakra control, could wield it freely.
And since it was a shuriken, it might even be thrown at high speed like a regular one.
Especially since Kurenai had acquired Kiyoshi's eye technique, which rivaled the Byakugan in perceptive power. Kiyoshi himself might have similar ocular abilities.
If he were an enemy, facing an endless barrage of such terrifying S-Rank jutsu, one after another, was a harrowing thought.
"Maybe, but if Naruto manages to grow, this technique will suit him perfectly, with his chakra as a Jinchuriki," Kiyoshi replied with a casual shrug.
"The Nine-Tails Jinchuriki?"
Both Koharu and Homura frowned, casting wary glances at Kiyoshi.
Was Kiyoshi planning to get close to the Nine-Tails Jinchuriki?
"I wouldn't be so sure, Naruto's a long way off," Hiruzen chuckled, not quite agreeing.
Naruto, son of the Fourth Hokage, did have part of the Uzumaki bloodline.
However, due to the Nine-Tails disrupting his chakra, his control was still lacking, struggling even with basic clone techniques. Mastering something like this jutsu would be no easy feat.
Still, Hiruzen believed Naruto would grow, as a Jinchuriki embodying the Will of Fire, just like his father, to become a great shinobi of Konoha. This jutsu was indeed perfect for him.
"Honestly, it's surprising."
"You're young, yet you completed something the Fourth couldn't. Truly, a once in a century genius of Konoha."
Seeing the calm, smiling young man before him, Hiruzen felt a complex mix of emotions, glancing at his two old friends who had rushed over.
Kiyoshi had given the jutsu to the village, but he was also subtly showing off his strength. Or perhaps it was a warning to certain people in Konoha not to overstep.
"Technically, Yugao is an Anbu, and it wouldn't be usual to remove her from her post."
Hiruzen didn't hesitate. Responding to Kiyoshi's earlier request, he agreed without reservation.
"But since you've shown such dedication, and your master Tsunade is also working on medical jutsu that will benefit countless people, I see no issue."
"I'll make sure Yugao transitions smoothly to a role as a special Jonin to assist you and Tsunade."
As he said this, Hiruzen's sharp gaze silenced Homura and Koharu, who had looked like they wanted to object.
They grudgingly kept quiet.
"Thank you, Hokage-sama."
